Franklin Branch is moving south!   The location of the new facility is on Route 519 in Greenwich Township 
(near Rita's) and will provide the space our library needs and allow it to resume its former hours of operation.  
Franklin Branch hours had been reduced as a compromise with the Warren County Technical School (where the
branch is located) over student safety concerns related to the library and  its use by the public.  
 
As part of this building project, the Warren County Board of Chosen Freeholder also voted to end the
Federation Agreement between the County and the town of Phillipsburg.  Under the terms of the
agreement Warren County Library pays Phillipsburg Library to allow people in our service area
to use their library.
 
In 1990 this was seen as a good solution to serve the needs of the southern part of the county when 
Warren County Library was trying to establish branches in Blairstown, Independence and Franklin Townships.  
With the construction of our new branch in the south, this agreement  is no longer needed and the money
we currently send to Phillipsburg Library can be used for our new facility.
 
The agreement with Phillipsburg was never meant to be a permanent solution and over the years there 
has been talk about dissolving the agreement.  Under the terms of the Second Amendment signed in 2010,
either party could dissolve the agreement with two years notice.  The agreement also gives Warren County
ownership of library material that was purchased with County money...about $50,000 in material for each year
starting in 2010. The quantity of items that will be reassigned will in fact be less than expected 
since some of these monies purchased electronic materials and subscriptions that cannot be transferred,
and physical materials such as books will be lost, damaged or removed from the collection if the
information is out of date.  
 
While Phillipsburg Library will have a reduction in funding, they will no longer need to serve the township
residents which currently make up fifty percent of their use.  During the 2 year notice period, Phillipsburg Library
will continue to receive county money according to the terms of the contract. Before the agreement ends, 
residents in the southern townships will have access to a new county library facility, which will have a meeting 
room, 100 parking spaces, computers & WiFi and access to all resources in our county library system.

and use these resources today!  As township residents you are eligible for a free Warren County Library card!
With a new branch opening close to home, our services will be more convenient to use!
