The convicted psychopath Robert Smithson has escaped from St. Elizabeths Hospital in Washington, D.C., and is again attempting to kill the current president. This time he surrounds himself with a crew of anti-government fanatics, and together they plan on releasing a bioweapon over Camp David in Maryland. Bill Peterson, the FBI agent who was Smithson's nemesis the first time the terrorist tried to attack the government (see the book SEVEN) , is once more trying to stop Smithson before he can attack. Can Peterson capture Smithson before he kills again? Or will Smithson's drones succeed in wiping out the top echelon of the U.S. government?
