Scooby-Doo and the Mystery Inc. gang are excited when they're invited to be guest judges at an annual costume contest in Salem, Massachusetts. But when the party is crashed by two terrifying witches, chaos unfolds among the trick-or-treaters. The Gang begins to investigate and quickly discovers there is more than one spooky suspect in Salem.
