Philip Warburg writes and speaks widely on energy policy. He is the author of "Harness the Sun: America's Quest for a Solar-Powered Future" (Beacon Press, 2015) and "Harvest the Wind: America's Journey to Jobs, Energy Independence, and Climate Stability" (Beacon Press, 2012) . He was president of the Conservation Law Foundation from 2003 to 2009. Earlier he ran the Israel Union for Environmental Defense in Tel Aviv and was an attorney at the Environmental Law Institute in Washington, D.C.
